
SK hynix confirmed on Tuesday that it will build a new semiconductor packaging factory, called P&T7, in Cheongju, North Chungcheong Province. This move is part of the company's plan to increase production of high-bandwidth memory (HBM) for artificial intelligence (AI) accelerators.
The company announced that it will invest 19 trillion won (USD 12.92 billion) to construct the new facility on a 230,000-square-meter site in Cheongju's industrial complex. Construction will start in April, and the facility is expected to be completed by the end of 2027.
The P&T7 factory will focus on packaging and testing chips, turning raw chips into finished products and conducting final quality checks. The plan for this factory was first mentioned in June 2025, after SK hynix cleared the site of LG's old plant in Cheongju to make space for it.
P&T7 will work alongside SK hynix’s existing M15 fab and the new M15X facility, which is currently under construction in Cheongju for HBM production. The company has already invested 20 trillion won in the M15X fab, which opened its cleanroom in October 2025, ahead of schedule.
In addition to the M15 and M15X fabs, SK hynix also operates M11, M12, and P&T3 fabs in Cheongju, which is located about 130 kilometers south of Seoul.
SK hynix mentioned that this new investment supports the government’s goal of promoting balanced national growth. The company observed ongoing debates about where semiconductor fabs should be located across the country, weighing infrastructure as well as workforce concerns.
