The report's findings trace a rapid transformation. India has emerged as the world's second-largest mobile phone manufacturing ecosystem, a rise underpinned by expanding production capacity and the diversification of global electronics supply chains toward India. Mobile phone production climbed from approximately Rs. 2.13 lakh crore in FY21 to Rs. 5.25 lakh crore in FY25, while exports over the same period grew nearly eight-fold - from Rs. 22,870 crore to approximately Rs. 2 lakh crore. Electronics as a category has climbed the export rankings just as quickly, moving from the 7th-largest export category in FY22 to the 3rd-largest by FY25.
Across industry consultations, the report finds a consistent verdict: PLI has worked as a manufacturing accelerator, lifting investment confidence, expanding production capacity, and repositioning India within global electronics supply chains.
The Core Gap: From Manufacturing Scale to Manufacturing Depth
Yet the report is equally clear that scale was only the first chapter. What it identifies as the defining gap of this moment is depth - the extent to which India makes the components inside the devices it assembles, rather than just the devices themselves. Closing that gap, industry consultations suggest, means strengthening domestic component manufacturing, accelerating the semiconductor ecosystem, reducing reliance on imported high-value components, deepening supplier maturity, and building out design and R&D capability.
The report distills the shift ahead in a single line: the task now is moving "from assembling electronics in India to creating complete electronics value chains in India."
